Ofcom Cites Web Prime, Porntrex for Alleged AV Violations

LONDON — U.K. media regulator Ofcom on Tuesday notified two operators of adult websites of the agency’s provisional determination that the companies have failed to comply with provisions of the Online Safety Act.

In a statement providing updates on multiple investigations, the agency noted that it has issued provisional notices of contravention to two companies: Web Prime Inc., which operates anysex.com, fapality.com, mylust.com, xcafe.com and yourlust.com; and Porntrex, the provider of porntrex.com and porntrex.tv.

The notices set forth Ofcom’s view that it has “reasonable grounds” to believe that the companies have failed to comply with their duty to use highly effective age assurance to ensure that children are prevented from encountering pornographic content on their services, and to respond to statutory requests for information.

Ofcom also noted that it has now closed its investigation into First Time Videos, which operates FTVGirls.com and FTVMilfs.com. In June, the agency imposed a fine of 80,000 pounds against First Time Videos for failing to implement age checks required for compliance with the Online Safety Act.

Ofcom reports that First Time Videos paid the fine, has begun blocking users with U.K. IP addresses from its services, and has advised Ofcom that it will implement age assurance measures.

These latest updates from Ofcom come amidst recent congressional efforts to bar U.S. courts from helping to enforce foreign laws restricting speech that would domestically be protected under the First Amendment, potentially including foreign age verification laws.

The proposed Halting Overseas Mandates from Extraterritorially Reaching Onto National Territory (HOMEFRONT) Act of 2026 and the proposed Guaranteeing Rights Against Novel International Tyranny and Extortion (GRANITE) Act — a Senate version of which was introduced last week by staunch anti-porn crusader Sen. Mike Lee of Utah — would prohibit domestic courts from recognizing or enforcing foreign judgments enforcing a “censorship laws,” including fines, orders or demands issued by a foreign court or a foreign state. 

Proponents of the bills have specifically called out the Online Safety Act and Ofcom for seeking to exercise jurisdiction over online services around the world. However, neither the GRANITE Act nor the HOMEFRONT Act expressly includes or excludes age verification laws when it comes to defining “foreign censorship.”
