Ofcom Fines Youngtek Solutions $800K for AV Noncompliance

LONDON — U.K. media regulator Ofcom on Wednesday imposed fines totaling 600,000 pounds (more than $800,000) against adult site operator Youngtek Solutions for failing to implement age checks and respond to information requests as required for compliance with the Online Safety Act.

According to an Ofcom statement, the agency found that, from July 25, 2025, to Sept. 22, 2025, Youngtek failed to comply with its OSA age verification duties.

Ofcom opened its investigation in September 2025, in relation to several Youngtek-operated sites. In February, the agency issued a provisional decision in the case.

Ofcom has now finalized that decision, fining Youngtek 500,000 pounds for not having age checks in place, plus 100,000 pounds for “ignoring legally binding information requests.” The decision involves the sites empflix.com, imagefap.com, moviefap.com, and TNAflix.com.

The Ofcom statement notes that the company has since implemented age assurance on all sites that were subject to its investigation.

“We will continue to monitor these sites to ensure that their age checking methods are highly effective at preventing children from accessing pornographic content,” the statement reads.

If providers fail to pay fines, the statement cautions, Ofcom can seek recovery of those penalties.

“Where appropriate, we can also seek a court order for ‘business disruption measures,’ such as requiring payment providers or advertisers to withdraw their services from a platform, or requiring Internet Service Providers to block a site in the U.K.,” the statement reads.
