L.A. Condom Ordinance Meeting Slated for Wednesday

LOS ANGELES — The Adult Film Industry Working Group, which is crafting rules in the implementation of an ordinance to regulate porn shoots in city limits, will meet on Wednesday in its second and final meeting.

The office of the City Administrative Officer on Monday posted an agenda online for the scheduled meeting.

The panel, which will decide implementation of Los Angeles City Ordinance No. 181989, called the "Safer Sex in the Adult Industry Act," will meet at 10:30 a.m. for one hour at the 15th Floor Conference Room at City Hall.

The ordinance was passed by City Council in January while a ballot-initiative effort by the AIDS Healthcare Foundation was in full swing; council members decided for the ordinance after weighing legal and ballot-initiative costs.

City Council plans either to approve or defer the group's findings when they take up a final vote on the ordinance's implementation on May 7.

The Adult Film Industry Working Group first met on March 2 in a meeting that apparently was behind closed doors. City officials originally said the meeting was closed but later changed gears, saying it was legally publicized and that the public could have attended it.

At Wednesday's meeting, the panel is slated to approve the March 2 meeting's minutes.

In addition, the City Administrative Officer will present for review and  approval  the working group's draft report with recommendations to the mayor and City Council.

The panel also will discuss "next steps" and take in comments from the general public.

Diane Duke, the Free Speech Coalition's eexecutive director, said that city officials have taken the wrong course of action to regulate the adult entertainment industry and that their actions aren't prudent during tough economic times for the city.

"The City of L.A. has backed itself into a corner by passing a law, for which there is no need, in a closed session in order to avoid a $4.4 million ballot expenditure," Duke told XBIZ. "Now the city has a law that it can't figure out how to implement with money it doesn't have.  

"It is not surprising to me that they do what they can to keep their implementation work group meetings hidden. FSC found out about the 'open' meeting and plans to attend."
