Ventura County Supervisor to Propose Porn-Condom Ordinance

VENTURA, Calif. — Ventura County may be the next region to regulate porn shoots.

Ventura County Supervisor Linda Parks said she is planning to introduce countywide legislation modeled on Los Angeles County's Measure B, which was passed by voters in November.

Parks told XBIZ on Thursday that the county proposal, which she plans to introduce in the first week of May, would apply to unincorporated parts of Ventura County.

She plans on expediting the proposed ordinance by placing it on a fast-track "urgency" basis. If passed by Ventura supervisors, the proposal could go into law within two weeks after it is introduced.

Parks said that since Measure B passed in Los Angeles County she has been getting emails and phone calls from constituents in her district who are upset by an increasing amount of porn shoots. She said that the constituents aren't just hearing "moans and groans" from nearby houses, they're "seeing naked people."

"In one neighborhood — Ventu Park — there were two adult shoots recently that coincided," she told XBIZ. "It has been a major disruption to that community."

Two Ventura County cities already have weighed in with proposed or implemented porn-condom laws.

Last month, Camarillo placed a 45-day moratorium on the issuance of new permits for porn shoots. City Council's decision to place a moratorium was meant to give them time to consider some form of porn-condom law.

And last year, Simi Valley passed its own mandatory condom law.

Assemblyman Isadore Hall of Compton has authored an Assembly bill similar to Measure B that would cover all of California.

Parks represents communities in the southeast corner of Ventura County near Los Angeles, including Thousand Oaks, Newbury Park, Westlake Village, Oak Park, Bell Canyon, Hidden Valley, Lake Sherwood, Somis, Las Posas Valley, California State University Channel Islands, portions of the Oxnard Plain, Santa Rosa Valley, Point Mugu, California Air National Guard and South Coast.
