RICHMOND, Va. — State Delegate Lionell Spruill has proposed a bill to the Virginia State Assembly that would outlaw replications of genitalia being displayed on motor vehicles. If the bill were signed into law, any violation would be subjected to a fine of $250.

The idea for the bill came to Spruill after his young daughter saw rubber testicles hanging from the trailer hitch of a pick-up truck and asked he father to explain.

"'I didn't know what to tell her,'" Spruill said.

The rubber testicles are marketed on BullsBalls.com. The website claims to be the “the first Bulls Balls/Truck Nutz site on the Internet,” and offers a variety of testicle replicas for different size vehicles, ranging from motorcycles (where they can be hung near the tailpipe or license plate holder) to large trucks and SUVs.

The Bulls Balls, Big Boy Nutz, Biker Nutz and Truck Nutz come in a wide range of colors and materials, and retail from $14.95 to $24.95.

Del. Spruill said he would not hesitate to bring an example to the Assembly to demonstrate his point.

"I'm going to do it," Spruill told reporters. "I'm going to bring them out here and show them to you till they tell me to stop."

The Virginia State Assembly has heard unusual bill proposals in the past, the most recent of which was in 2004, when it was proposed that pants that were “droopy” enough to allow underwear to be seen, to be outlawed.
