ATVOD: Femdom BDSM Site Violated Rule 11

LONDON — ATVOD, the authority that regulates video-on-demand in the U.K., has disclosed that the operator of femdom BDSM site Urban Chick Supremacy Cell (UC-SC-Femdom.com) was determined to have violated Rule 11, a statute that requires website operators make sure those under 18 can't access hardcore porn.

ATVOD pointed to two videos that were accessible on the site in August, "Deep Probe Urethral Emasculation" and "Fight Cell: Anal Hook 01," that could be successfully purchased on the site without a Content Access Control (CAC) System in place.

An ATVOD investigator used a debit card to purchase the two male-humiliation videos, the agency said.         

Rule 11 requires an effective CAC System that verifies that the user is 18 or over at the point of registration or access by the mandatory use of technical tools for age verification, including:

  • Confirmation of credit card ownership or other form of payment where mandatory proof that the account holder is 18 or over;
  • A personal digital identity management service, or PIN, which uses checks on an independent and reliable database, such as the electoral roll; or,
  • Other comparable proof of account ownership which effectively verifies age.

In Urban Chick Supremacy Cell's case over Rule 11, ATVOD said it was satisfied  that  the  content  on the site and associated links met the legal test on whether the content would  “seriously impair the physical, mental or moral development of persons under the age of  18.”

ATVOD's case could mean fines for the site's operator — Itziar Urrutia. But, for the time being, it is under further review by ATVOD's board based upon a service provider's request.

Urrutia also was charged with breaching two other regs — Rules 1 and 4 — in relation to not notifying and paying fees to ATVOD for allegedly streaming VOD material on UC-SC-Femdom.com in the U.K.

Those breaches, ATVOD said, are subject of an appeal to its parent agency, Ofcom.
