L.A. Porn-Condom Law Takes Effect Monday

LOS ANGELES — The city ordinance requiring condom use in porn films goes into effect tomorrow.

Although the new law becomes official Monday, the city is still carving out details on its implementation.

Officials from LAPD, Cal/OSHA and the city attorney’s office are continuing making recommendations on how to implement the new ordinance.

The Los Angeles City Council in January approved, 9-1, the ordinance requiring that all adult film actors wear condoms when filming within city limits.

The ordinance allows spot checks on any set once a film permit is issued. Permits cost $85.

Anticipating that city voters would endorse a condom requirement in a ballot initiative, council moved to approve a ballot initiative by the AIDS Healthcare Foundation and avoiding a $4 million special election.

The AHF is now collecting signatures for a countywide initiative.

AHF has collected over 120,000 signatures — more than half the 232,153 needed by June 5 to qualify a similar countywide measure for the November election.

Free Speech Coalition Executive Director Diane Duke recently said performers should have the right to have sex as they wish.

"This is the first step of government overreach into the way we make movies," Duke told XBIZ. "It's clearly the government interfering where it really doesn't belong."
