L.A. County to Regulate Commercial Sex Venues

LOS ANGELES — In a move that might force some adult businesses out of the region, Los Angeles County supervisors have finalized new rules that would force commercial sex venues to obtain health permits.

New regulations, which begin in mid-February, require that sex clubs and other like facilities be inspected quarterly and pay annual fees of $1,088 each.

In addition, large signs must be posted at entrances prohibiting unprotected sex on the premises and businesses also must offer at least 20 hours a week of on-site testing and counseling for HIV and other sexually transmitted diseases.

The sex clubs also must provide free condoms, lubricant and literature on safe sex. Under the new rules, owners are prohibited from admitting anyone under the influence of alcohol or drugs.

The new rules in the county make it easier for authorities to shut down facilities that don't meet stringent new rules.

County officials say there are two known sex clubs and nine bathhouses within the city of Los Angeles, where the county has jurisdiction over public health. Last year, city officials signed off on the new regulations.
